It can be the resistor pack on the evaporator case.
I would suspect the blower motor speed resister is shot.

Your question needs clarification - are you asking about the heater blower fan or the motor cooling fan? The heater blower may have a series resistor that is used for running the fan at slow spped. The resistor may be inside the box that holds the heater blower. It could be an open coil of wire that looks like a spring. The motor cooling fan usually runs at one speed, thus there is no series resistor. Are you instead asking about the resistance of either fan motor. You might find that listed in a repair manual. blower resistor
sounds more like blower motor resistor cost about $30.00 from dealer and 2 screws hold it in place
The fuse. The blower motor speed resistor. The blower motor relay. The blower motor switch. Check for power at the blower motor connection.
If you are referring to the blower motor speed control, and you only have one speed, then the blower motor resistor pack is defective and must be replaced.
First check the fuses. If the fuses are okay I would suspect the switch and plug had a meltdown or the blower motor itself is shot. If it was the blower speed resistor that was shot you would still have high speed.
either the control head is bad or there is a blower motor resistor that is bad.
