It's actually pretty simple, anyone with a screwdriver can do it. The resistor is located under the dash on the passenger side of the truck. You have to look at it from the floor to see it. It will have a 5 wire harness connected to it and will be held in by two screws, it's about the size of a deck of cards. Just unplug the wiring connector, then unscrew the 2 retaining screws and pull it out, then screw in the new one, plug it in and test your blower on all speeds. DONE.

It is under the hood in the passenger side firewall.
The blower motor resistor pack is defective. Replace it.
Not always, but 99% of the time this is a sign that the Blower Motor Resistor Pack is defective. Replace it.
Under the dash, far passenger side.
The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.

Remove plastic air duct from under passenger side dash, and you will see a white ceramic rectangular resistor with a couple wires sticking out on the firewall by the blower motor cover. Remove screws on the resistor and remove wires to replace.
