It is inside of the gas tank. You will have to remove the tank to service the fuel pump. From someone who has replaced 2 fuel pumps. The 1999 Tahoe needs a GM fuel pump. The after market fuel pumps don't work. Something about not pulling enough volume I think. After I replaced with the GM fuel pump, the car worked great.

If it runs but you are not getting enough fuel, replace the fuel filter. If you still have the problem have a fuel pressure test run to see if the pump is weak.
