Heater core is located under the dash and is held in with i believe 4 bolts which means the bottom half of dash needs to be removed but first you need to pop the hood and disconnect the inner and outter hoses going to and coming from the heater core at the wirewall, be ready cause some Coolant will come from the hoses.
There isn't a water control valve. The airflow is directed around the heater core by a door to control temp.

Drain the water from the cooling system. Remove the water hose from the heater core. Remove the heater core retaining bolts. Reverse the process to install the new heater core.

The 1991 Dodge Dynasty starter relay switch can be found in the fuse box. The starter relay switch will be in the third column, third from the top.
What you need to do is open the trunk. Then you need to remove the liner in the back of the trunk closest to you then you can see the wires the twist out.
The fuel pump is located in the fuel tank, meaning you'll have to drop the tank in order to replace the pump.

It's possible that your heater core is plugged up. It can also be a bad thermostat.
Your fuel pump will be inside the gas tank.
