The 1999 Oldsmobile wiper switch can be located below the dashboard. The wiper relay switch simply plugs in and out.
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
There is no "reset" in the wiper motor. If your wipers do not park, it is likely your wiper motor parking contact or cam is broken. Try running the wipers with the key in the "ON" position, then turn the wipers off using their switch while they are up on the windshield. They should park themselves at the bottom. You have to replace a relay switch for the wipers this sholud be found under the hood in the engine compartment fuse box.
The motor needs to be replaced. There is a "switch" in the motor that "parks" the wipers. This happens when current is removed from the motor. Your "switch" in the motor is not allowing this to happen. Replace the motor.
If the heater still works the bulb is just burn out. I doubt you can change the light you will have to replace the switch.
