The blower motor is located directly below the passanger glove box on the right. Its a round flat plate with a 3 inch cylinder in the middle of it. All you need is a flat head screw driver and a pair of wire cutters (the wire cutters totally depend on wether the replacement is factory or not.) Simply unblot the existing part and replace it with the new part. If you have purchased an aftermarket part you will need to cut and attach the factory harness pigtail to your motor.

If the blower is working and no air is blowing thru the vents then you could have a broken Recirculation Door. That is another common heating problem with the 99/04 Jeep GC. The recirc door brakes and falls down blocking the blower which will reduce or block the air flow completely. Normally the dashboard would have to be removed to replace the broken recirculation door.
