The blower motor is located directly below the passanger glove box on the right. Its a round flat plate with a 3 inch cylinder in the middle of it. All you need is a flat head screw driver and a pair of wire cutters (the wire cutters totally depend on wether the replacement is factory or not.) Simply unblot the existing part and replace it with the new part. If you have purchased an aftermarket part you will need to cut and attach the factory harness pigtail to your motor.

Sounds like there may be trash in there..drop the blower motor out,get the debris out, put it back in...simple job...

I'm not sure if the question is that the blower motor is working and "no air is blowing thru the vents'! If the blower is working and no air is blowing thru the vents then you could have a broken Recirculation Door. That is another common heating problem with the 99/04 Jeep GC. The recirc door brakes and falls down blocking the blower which will reduce or block the air flow completely. Normally the dashboard would have to be removed to replace the broken recirculation door. The blower motor speed resistor is probably burned out. The resistor is available from your local auto parts store.

Tacoma models from 95.5-04 did not have a cabin filter.
Under the glove box, you have to remove 3 screws and pull away 2 pieces of plastic guarding.
My 04 Tacoma 4x4 single cab came stock with 16" rims.
If they both have the same length bed, yes it will fit.
