first unbolt the brake fluid resovor then unbolt the rod that goes threw the fire wall to the brake pedel, it unbolts from the pedel then unbolt the booster from the fire wall and there ya go

the only thing to do is replace your cam with a lower duration cam or you can try adding a brake booster resevior to store vacuum for the power booster. == With such low vacuum, you might want to add an electric vacuum booster pump to augment the vacuum booster resevoir.
You probably have manual braked and dont have a booster,,a booster ia a large 8" to 10"(roughly) round can about 4" deep ,bolted directly to the master cylinder SO it goes, firewall,MC,Booster
The mastercylider or brake booster is bad. Most likely, it's the mastercylinder if it won't return back to it's original position. A bad brake booster would just make you have to push real hard to get the vehicle to stop.

if its a standard/manual truck. slave cylinder would be located on the firewall next to the brake booster, and would take standard dot 3 brake fluid.
Low fluid or something is wrong with your power assist (booster). Having it vacum tested could be a good idea. The Booster only works when the engine is running and a few seconds up to half a minute after it has been turned off.
