You have to drop the tank. I'm in the process right now. I'm trying to figure out what the replacement is for it. Someone put an inline pump in but I think the tank is dirty so it is getting clogged in the old pump screen.
On my 1989 E350 motorhome, I had a weak fuel pump near the fuel filter. I replaced that and the problem went away. The pump in the tank was fine.

on the frame rail near the transmission special tools needed.....only a couple of bucks at the parts place. ford wants $100. There might be a second one next to the front fuel pump underneath the drivers seat bolted to the frame.
On the frame rail about even w/ the trans. bell housing on the outside of the fuel filter bracket.
