Take the engine shroud of the top of the flywheel - take the flywheel nut off - Put a puller on it and pull the flywheel off remove the old pieces of key and replace with a new one, and reverse process putting it all back together.
It is possible that an electric start lawn mower will not start because the starter is not working properly. The ignition may also be malfunctioning.

Probably a rusty flywheel and coil contacts. Take cover off and sand them.

you are probally missing teeth on the flywheel you should replace the flywheel.
check the flywheel key. it sounds like it has sheared and will need to be replaced
