On my 94 ... swing up and open the back tailgate. There are two hex head bolts in the black plastic part of the tail light lens at the top. If I remember they require an 8mm socket or nut driver. Unscrew them, then the top of the lens will come loose. Swing it out a little bit then lift the bottom part. You'll have a tail light assembly in your hand with wires connected to the vehicle. Two lamps will be apparent one is the white backup light, the other is the stop/tail/turn signal. They are removed by turning counter clockwise about 1/4 turn.
It is just above the brake pedal. The switch rests against the brake pedal lever.

check for a bad or misadjusted stop light switch at the upper end of the brake pedal under dash area
Bad bulbs they are double filament or Bad stop light fuse or bad stop light switch
GET INTO THE TRUNK AND PULL DOWN THE CARPETING BY THE SIGNAL AND YOU WILL SEE THE BULBS JUST REMOVE AND REPLACE
check the brake light switch it may have come loose
The only ways to improve mileage are to check tire pressures, replace spark plugs, replace air filter, repair any causes for the check engine light to be on.....
