In the trunk in back of where the light is located there is a plastic lining. remove that, usually they just pop out with out tools, behind that you will see the how to remove the light. It is quite easy. make sure you have the proper tools to do so

Remove the brake assembly , remove the axle nut, pull out the hub which is very tightly in place with the bearing in it. Have a new bearing pressed into the hub and put it all back together and ABSOLUTELY use a "NEW" axle nut and stake it into place.

There is no relay in the brake light circuit. There is a fuse . The only way they turn on and off is by the brake light switch that is located above the brake pedal on the steering column. There are 2 relays built into the under hood fuse block (PCB - printed circuit board). One for brake lights and the other is for the horn. To replace relay you change the fuse block.
