This answer is for a 1993 Ford Thunderbird SC. 1. Remove arm rest cover door, 3 screws. 2. Remove personal belongs to expose 2 screws at bottom rear of arm rest compartment, remove screws. 3. Pull upwards the emergence brake lever as far as possible. 4. Position shift lever to drive. 5. Manually pull center consol back towards rear of car, 4 to 8 inches. 6. Locate black plastic storage bin, it will be just to the right of cigarette lighter and just below interior heater control switches. 7. Get a small thin hand screw driver and the 2 screws removed from bottom rear of compartment. 8. At under side of black plastic storage bin, find 2 plastic clips. Remove black plastic storage bin and set aside. 12. Reach in from new opening just made and remove 2 wires from back of cigarette lighter. 13. Using thumb, insert into cigarette lighter housing and turn counter clock wise to loosen. If cigarette lighter will not turn loose, find something that will wedge into cigarette lighter hole and try turning cigarette lighter housing to loosen. 14. HINT- I used my rubber covered handle pliers and inserted the handle ends into the cigarette lighter housing to loosen. Same applied for tightening housing as well. 15. If you have no horn and cigarette lighter, its a fuse.
with difficulty :P
Take the lighter out. Reach behind and disconnect the wiring and then unscrew the back of the lighter a thing called a barrel connector. It is a cylindrical lighter fastener on the back side which fastens the lighter assembly to the car. Turn it counter clockwise as looking at it from the rear.

Check the fuse box first then the lighter.
The owner's manual does not state a specific fuse for the cigarette lighter, but it worked a few months ago, and now doesn't. Could it be something else?
The fuel pump for a 1993 thunderbird is located in the fuel tank. the tank needs to be dropped, then the pump is accessed through the tank top.
I think that you would just have to buy another lighter. I think that you would just have to buy another lighter.
A fuse panel is in the glove compartment of the 1993 model. I don't know which would be the the lighter itself, but there is a fuse for a "panel".
