If it is just like the 99's it is a pain because you have to pull out the dashboard out, i had to buy the repair manual from the auto parts store to do it, there is not other way to do it (at least not in the 99's).
When the dash lights don't come on and you see two green arrows a solid slap on the left side of the hump forward of the steering wheel brings them on. Not a permanent fix but it works every time they fail to come on. If you change the bulbs you will still have the problem, the bulbs are not the problem, its the connection to board they are plugged into
Bad light bulbs.... Replace them...

Replace the light bulbs that are burned out, usually from the back side of the instrument cluster.
Check fuses and light bulbs
pull back carpet around the taillight. It should be three plastic caps that unscrew and pull the light out, disconnect the bulbs. Replace with a new tail light.
You have to take the dash apart. Take it to a garage as you can foul things up real easy.
Remove the cover around the controls and you will see the bulbs inside the climate control unit. It just pulls off.
It means there is a problem with your transmission.
