i found the problem - loose wires in the harness
Look in the trunk behind the side panel on the driver's side. If not there, then the passenger side kick panel.
If you can operate the window from the driver's side, then you need to replace the switch on the passenger's side. If neither side works you need to replace both switches. You buy the switches at any auto parts store. They are fairly cheap. The cover on the window-control panel can be easily removed. If there are no screws, just pry it up.
check underneath your driver seat or left passenger seat
The 1998 Ford Crown Victoria windshield wiper relay switch can be found on the firewall in the engine compartment. The windshield wiper relay switch will be on the passenger side of the firewall.

Neutral safety switch is on the left side of the transmission. Should onlt take 30 minutes to replace.
I have a 1999 crown vic and the fuel pump switch is in the trunk on top of the driver side rear wheel wheel . the is a a sticker indicating what it is ... If not I would check my owners manual
Passenger side rear is #4goes from front to back on passenger side 1 2 3 4, and driver side is 5 6 7 8...
At the bottom of the driver side windshield. It should be visable from the outside of the car. Also check the rear passenger door jamb.

1,3,7,2,6,5,4,8 The cylinders are numbered 1-4 up the passenger's side and 5-8 up the driver's side.
