Remove one screw!Pop the hood. There is a small Phillips screw under the hood that secures the top of the bulb housing. It is located immediately above the the lateral aspect of the headlight. Once that is removed, you can wiggle the casing a bit. The bottom is held in place by a compression fitting and simply needs to be "persuaded" to come out. Once that is out you're all set to replace the bulb.

It's on the back side of the fuse block that's behind the lower dash, driver's side. It should be right at the top in the middle. Found here: http://www.tundrasolutions.com/forums/4runner/88074-2000-4runner-turn-signal-flasher/ - I checked on my 98 4Runner, and yes, that's exactly where it's at.

The flasher for a Toyota is located high on the firewall behind the dashboard. It can easily be seen by shining a flashlight upward underneath the dashboard

If you remove the headlight assembly you will have access to the turn signal bulb.
