The fuel filter on a Toyota pickup having a 22re engine is located on the left side, directly under the intake manifold. It is held on by two 12mm bolts. If you look under the truck, you will see the filter to the left of the oil filter.

But, after you get under there, by the back wheelwell passengerside, if you have to move forward you missed it. It is easy to find and easy to replace. This also applies to a 1988 Toyota Pickup. Iam not real sure about this but on a 89 the filter was along the frame on the rightside if im not mistaken. It should just ofter the truck bed starts from the cab going toward the back. Hope this helps and that i was right.
