That might depend on the year Lancer you're talking about. For my 2008 GTS, my fuel filter is located inside my fuel pump, meaning when I have to replace the filter, I've got to replace the pump. I don't know how long Mitsubishi has been doing this, so you might be in the same boat as me.
The fulel filter can be in two places, under the hood and behind rear right wheel. You have to buy a new filter. And just replace an old one. Be careful when you are working with gas, it's highly flamable. Don't forget to put cupper rings when you are installing the filter.
