Start the engine, if the bulb that needs to be replaced is on the driver's side, turn the wheel all the way to the right and turn the engine off. If the bulb that needs to be replace is on the passenger side, turn the wheel all the way to the left and turn the engine off. You will access the bulb from the wheel well. Use a flat-head screwdriver to pop the clip off of the plastic wheel panel. You will be able to see the wiring that leads to that bulb and to the turn signals. Follow the wiring with your hand to the point where it meets the parking bulb. You will need to turn it about 1/4 of a turn counterclockwise and then pull out. The bulb should come out and you can replace it. Replace the bulb to it's housing and check the lights to make sure it works. Then reverse steps to close the wheel well back to it's original state. This work might be a little tricky if you have big hands.

a hood from a 1999 civic will only fit a 1999 or 2000 civic, and for the 1993, you should be able to use any hood from a 92-95 civic, of the same style (ex. coupe fits coupe, sedan to sedan, and hatchback to hatchback, though I believe hatchback and coupe use the same hood)
