If it is a 4.0, loosen the two rear steering pump mounting bolts, the upper pivot bolt, and the locknut and the adjusting bolt located on the bottom of the unit. Push the steering unit in and remove the old belt. Remember how it was routed. Replace with the new belt. Pull the steering pump back and tighten the adjusting bolt for tension. Then tighten the other bolts.

How do you remove and replace the power steering belt in a 1990 Toyota Camry?
If you're handy and know how to use tools, then getting a repair manual (Haynes or Chiltons manuals are both good references) on your model that will show you how to do things like this are an excellent investment. Changing the power steering V-belts an most vehicles usually involves loosening the power steering pump by loosening (not removing, usually) the power steering pump to bracket bolts, which allows the belt tension to release. Then you remove and replace the belt. Use a lever of some sort (tire irons are sometimes useful) to apply pressure to the power steering pump such that the belt is tensioned. While applying this pressure tighten the pump bolts (a helper is sometimes useful for this).
