I'm a certified lifegaurd, and there are many answers to this question.

There are three types of drowning victims.

Passive drowning - victim is not moving in water. May be submerged.

Active drowning - someone who is struggling in the water, head bobbing under and struggling to stay afloat.

Spinal drowning victim - someone who is passive and has suffered a spinal injury. NOTE: UNLESS YOU ARE CERTIFIED, DO NOT ATTEMPT TO MOVE THIS PERSON AT ALL, UNLESS THEY ARE SUBMERGED AND NEED TO BE BROUGHT TO THE SURFACE FOR AIR.

You really should be certified to perform rescues on these victims - look into a lifeguard certification program in your area.

"Treatment" is really to generic a term. If they are unconsious once you pull them out and have no pulse or breathing, check their airway to see if they have an obstruction and they are choking. If the airway is clogged, do the Heimlich and back blows. If it is clear, start CPR. If they have a pulse and no breathing, breath for them, by pressing your mouth to their face and giving them a long breath, pulling your face back, counting to 3, and giving them another long breath. Do this for 40 breaths, and check if they are breathing on their own.

If they are consious, and coughing and sputtering, encourage them to do so, and they'll be fine. Just keep them warm after that.

But you really should be certified

After the drowning person is lifted ashore, should lay flat with head towards the ground.Mild pressure should be applied with both hands on both sides of lower back so as to get the water deposited in his stomach released. The person should be allowed to inhale fresh air and over crowdiness should be avoided.

First thing you do is to shout for help. You can continue to shout till you get the help. Meanwhile you have to do resuscitation measures to save the patient. You have to clear the air way first. You compress the the chest by the side of thorax. Some water may come out. You can take out the water by keeping the patient on side way. Then you should extend the neck of the patient to straighten the airway. Lift the jaw and give mouth to mouth breathing. Then palpate the carotid pulse. If the heart has stopped, you compress the chest to produce the compression of the heart. Effective compression will produce the pulsation. The ribs are almost invariably fractured by this maneuver. You give four chest compressions to one mouth breathing. When you have assistant to help you both the jobs can be done by two persons. You can continue the resuscitation on your way to hospital in ambulance also.

Check to see if they are breathing, if not give up to 5 initial rescue breaths, then 30 chest compressions followed by 2 rescue breaths. repeat compressions and 2 breaths until help arrives
