If the radio/CD has had power removed from it, you'll need to know the security code (4 digit) to reset it and make it function again. If you don't have that code, you can find a website that will sell it to you... You need to get some serial numbers from the radio though, meaning you'll have to take it out of the dash. This isn't that difficult.
If you tried the code more than three times, it will automatically reset so you can try again after 90 minutes of continually running your car. You will hear a loud beep and then you are free to re-enter your code. To get your code you have to get the serial number off the device by taking apart the dash and then calling Mitsubishi's toll free number.

disconnect the positive connector on the battery
Try unhooking both battery terminals +- for a few minutes, that should reset the system.
