You cannot find happiness. Happiness is built when you form a strong bond with your Pokemon. Examples of forming this certain bond are letting your Pokemon battle, not letting them faint, etc. I'm assuming you're trying to evolve a Pokemon with happiness, so I would suggest training your Pokemon well.
The Japanese name for "Blissey" is "Hapinasu" (Happiness).
To get Blissey, just capture a Chansey from Safari Zone, and then make its happiness level very high. It will then evolve into a Blissey after the next fight.

To evolve Eevee into Espeon in Pokemon Emerald you need to raise it's happiness to max and level it up during daytime. To raise happiness you can keep the Eevee in your team for a while and fully healed up it should eventually reach max happiness to evolve in the daytime.
If you have the happiness App. for your pokewatch thing... you can see how much your Pokemon loves you (how happy they are).
Level up an Eevee with full happiness at nighttime (after 6pm)
