No. As baking soda and vinegar react to each other at the chemical level (changing atomic bonds) and not only at the physical level they cannot be separated in the same manner.
Some things can be cleaned with vinegar and some other things can be cleaned with baking soda, but the combination of the two would probably not be very effective in cleaning anything. You can clean surfaces by mixing baking soda and water, forming a paste.
You can clean windows with straight vinegar or a mixture of vinegar and water.
You can clean pet stains (such as on the carpet) with a mixture of half vinegar and half water.
You can either use your hands as a separating tool or a sieve though if the sieve then i recommend you use yuor hands. By using your hands it will only take 5-7 minutes alone, if not separating something else. even though some of the salt is left in the baking soda and vise versa, both elements are supposed to go through a physical change, meaning that having a bit of the other element inside of it is somewhat natural. however, if you are looking forward to seperting both of them completly out of the other then you must use your hands. You might want to go over both objects if you fully want to rid them from each other, although that would take too long to seperate.
Baking soda is a combination of powders, so it cannot be separated into its components.
