You can dissolve zinc oxide in a small amount of heatedoil. I always use olive oil. If the oil is not heated the zinc oxide will not emulsify and it will kind of roll up back into itself when you apply the mixture. Heat the oil first then add zinc oxide powder and stir with clean utensils.

P.S. Olive oil has a pore-clogging ability of 2 out of 5, and an irritant probability of 0 out of 5.

Mineral oil is 0 for clogging and 0 for irritant, but I haven't used this method yet.

As zinc oxide is nearly insoluble in water, shake up the container to get all the zinc oxide "moving around" in the water, then pour the stuff through a coffee filter. The water will go through, and the zinc oxide will remain. It might be argued that it is better to evaporate the water off and recover the zinc oxide that way, but the first suggestion is fastest and little will be lost. Certainly you'll have to dry the filter and tap the dried zinc oxide off of it to recover it. All suggestions to separate zinc oxide from water involve physical changes and not chemical ones.
