Click on start Right click on "Network" and go to properties. That opens the "Network and Sharing Center". On the left hand column click on "Manage Network Connections."

This opens the Network Connections Window, it will list all of your NICs or Wireless Connections. Right click and go to properties of the connection you would like to statically assign. Select internet Protocol Version 4 (IPv4) and click properties. Now you will be able to enter in your IP, Subnet Mask, Default Gateway, and DNS addresses and click OK. Close the Network Connections Window and you're running with your new IP.

A static Ip is static - its always yours - your internet phone number if you like, a dynamic Ip is changed when you log on and is set by your ISP. If networking you need a static Ip. Just because an Ip is dynamic does not mean its anonymous...

Does your cell phone make use of a static ip address or dynamic ip address?

This depends on a few things. Some earlier smartphone users bought a static, or permanent, IP Address, which can still be used today. However, it is much more common for a phone to have a dynamic IP Address, as if all phones had a static IP, there would simply be too many.
