Your dog should never run loose. Maybe your Mom knows that you simply are not able to have a dog due to not having a fenced in yard or the money to properly take care of a dog? You need to look within yourself to know how serious are you about getting a dog. Also if you plan to keep the dog in the house, you need a crate, how to housebreak, etc. You are taking on a lot of responsibility in taking proper care of a dog, are you truly ready?
