Most vehicles these days make it impossible to run a syphon hose down the filler neck so, when I have to drain a fuel tank (for whatever reason) I disconnect the filler tube from the tank and go directly into the tank with the syphon hose.
It depends whether or not the gas tank is rusty. If you want to clean a rusty tank, you will need some phosphoric acid. Mix the phosphoric acid with a bit of water and fill the tank with it. Let it sit for about 24 hours then drain it.
If the tank is severely rusted, you may want to fill it with water, a teaspoon of dish shop, and some type of small hard item (nuts, bolts etc). Wrap the tank in a blank and put it in a box, wrap the box with towels. Put this all in your clothes dryer on a cool cycle for about an hour. Take it out and empty the tank. See all the massive chunks of rust come out, now go the phosphoric acid route.
Otherwise you can use a paint thinner in the tank to clean it.
Whichever method you use, once your tank is clean it should be re-lined with a produce such as POR-15 or Kreem.

(1) a general clean out: take the gas tank off and simply dump every thing out
(2) a thoroughal cleaning: take the gas tank off, dump everything out and air blast it clean
(3) finally (just buy a new gas tank) or go to a wrecker and buy a used one which are always cleaned
If you have alot of dirt then you will probably want to change the sending unit. The sock will also have debris.
If the gasoline is real old and turned to varnish, removing the fuel tank is the best way. Once the tank is removed you can remove the sending unit to help gain access to the inside of the tank. Don't forget to flush out he fuel lines too!

Pump the tank and then fill it up with good fuel and add 1 can of a moisture removal such as Heat or Seafoam.

I Think you have other problems. Change the fuel filter and if that doesn't do it take it to a garage. You purchase a gasoline can and a funnel. Fill the gasoline can with fuel from your local gasoline station. Pour it into your vehicles tank using the funnel. Cycle the ignition key on and off several times pausing breifly for a few seconds when in the on position, this will prime the system, then start it up.
You can put about a pint in a full tank of gas.

In order to siphon the fuel out of the tank you need to remove the fill hose from the tank. The hose is difficult to get to but it can be done. Once the fill hose is removed you can then slip your siphon hose into the tank. Try not to allow any dirt to get into the tank during the process.
Unfortunately you have to remove the tank, siphon as much as you can and then remove the tank.
