That depends if you mean a scenario or only a map. If you created or downloaded a map, it is always saved as a scenario.

I do not know of another way of making a custom map. If you really have a custom map this comment will be useless.

To play a (downloaded) scenario first make sure you updated your version to version 1.13. When you downloaded a scenario make sure it is placed in the right directory (C:\Documents and Settings\your username\My documents\My Games\Age of Empires 3\Scenario).

To play it, start Age of Empires 3 and click Single Player and then Custom Scenario and click on the scenario.

on the main menu there should be options click on that the custom map

When connected to ESO, you are supposed to be able to choose the 'scenario' option. I don't think it can be played on LAN.

You can play AoE3 in campaign or skirmish mode. If you want to just start a standard new game playing against AI, select Skirmish in the single player menu.
