You take it apart and change the seals and washers.
Switch off supply, unscrew top pf faucet, remove stem and washer (or cartridge) take it to store, buy identical one, come home and re-fit in reverse order.
The shut off valve under the sink, the faucet itself, or most likely, the screen in the end of the spout is plugged. If neither hot or cold is coming out, it is kind of unlikely both shut off valves and both sides of the faucet would go bad at the same time. The screen being clogged would stop any water from coming out. The screen just unscrews out of the spout.

You dismantle the faucet and take the seal, 'o' ring or cartridge to hardware store to get an identical item. Then re-build it in reverse order. In some the @o@ ring does not exist. Therefore you will need to replace the whole faucet gland. To do this again stop the water the the faucet, remove the facuet and check the type you have. If its integrated then you are advised to take this with you to the DIY (plumbing) supplier to check thread size and which hand (left or right, hot or cold) needs replacement. Most cost about 7$ (5£ uk)

Outside Tap? outside faucet?/outside hosebibb?/outside spigot? well in most cases you are referring to the outside faucet that is dripping and I am guessing you have a ball valve or gate valve inside and when you shut of the ball/gate valve your outside faucet is still dripping and this means you have a leaky ball/gate valve which are known to leak slightly over the years and if your outside faucet is shutoff , then you need new seals in your outside faucet too. The easyest way to stop your leak is replace or repair your outside faucet if its a freezeless one. (just make sure your outside faucet has grade to drain the water out after you shut it off)

Moen will replace your cartridge and or faucet for free as they have a lifetime warranty. if it dripping Under the sink you could have a bad valve which means that the entire faucet will need replaced. if it is dripping from the spout it is most likely the cartridge which can be repaired or replaced without having to remove the entire faucet. contact the manufacturer.
