I've never seen a raccoon dig holes, but armadillos are famous for that. I've stopped armadillos by sprinkling blood meal where they dig. I assume it would work for any digger. You can get it at garden centers and it's a great fertilizer. It doesn't smell great which is probably what the armadillos don't like about it.

Fences, repellents, and sprinklers are ways to keep raccoons out of a garden. Chicken wire fences drop the mammal in question (Procyon lotor) back down whereas electric Fencing provides no welcome to foragers. Repellents include plants -- such as cucumbers and peppers -- which raccoons dislike while sprinklers timed to foraging times discourage foragers who dislike doing their hunting all wet.

Raccoons visit your yard because it offers some sort of food source. get rid of the food and the raccoons will stop visiting. Make sure trash bins have a secure lid, do not leave pet food outdoors, do not have a bird feeder, spray your yard for grubs and insects, etc.

Raccoons tear up lawns looking for earthworms and grubs. Have an exterminator spray the lawn for these and the raccoons will not have a reason to dig.
