I have an ornamental plum tree but I fight the sucklings so much. How can I get rid of them?
Keep cutting down the suckers.

depends on the tree. some trees like olives will grow suckers all their lives while most will stop when the tree is big enough to shade the trunk. pruning can help shape the tree to bear more fruit which will sap the suckers strengh but until then you simply need to cut them as low as possible. is this a home garden tree or a farm?

yes. they are called suckers, and they rob the tree of nutrients and energy
