Unfortunately birds are attracted to allium flowers. Devices that omit sound work well to scare the birds away as well as putting crates over the flowers.

There is a couple of ways to stop birds from eating flowers. One way is to use two sided tape with the shiny side up. Birds are usually afraid of shiny reflections.
