For any kind of fungus. located on anything, anywhere, whether or not it is on the ground or a tree trunk, etc. Make a tea of horticultural corn meal. Not gluten corn meal!

If you have toad stools in your yard, they are caused by rotting wood under the ground. This could be dead roots or pieces of lumber left in construction and covered with dirt. Soak the area well with this tea. Usually one application is enough. If the problem is not completely taken care of, you can repeat it as many times as you need to. I don't think you can over do it, as you can do with chemical products.
Horticultural corn meal can be bought at nurseries that carry organic products, or feed stores.
I find it costs less at feed stores.
if it's on the trunk, it's probably sap from a hole that a beetle bored in the trunk Answer It is more likely to be a fungus.

Mr. Nathan Radley filled the tree trunk with cement.
It looks as if the grafted part of the tree has died and the rootstock is growing.
