You can't stop a dog from pooing all together without doing something that will threaten its health. You can work on house training the dog so it does not go in the house, and some people train the dog to only go in certain areas of their yard, so it is less likely to be stepped in and easier to clean.

A dog needs to be trained where to go potty. It takes lots of work and lots of patients. Every hour take the dog outside on his leash. Wait for him to do his business, then praise, prise, praise him. Always take him to the same place and give him time to get busy. Treats help, too. Never yell or hit your dog, that doesn't teach him anything.

Why has your 11 year old Staffordshire bull terrier started pooing and weeing in the house and tearing up furniture?

This would be very difficult to answer accurately without knowing the circumstances of the dog, but it could be due to stress, maybe something changed in the dog's environment. The pooing and weeing could be due to a physical problem the dog has, so it could be a good idea to take the dog to the vet to have the dog checked out.
