the speed governor is controlled internaly by the ecu. the only bypass is to alter the software inside, which usually means removing the ecu and sending it out for modification/reflash. the governed limit relates directly to the tires fitted as oem, which like all tires, have a maximum speed rating.

The answer to this question depends on the year of the Nissan Xterra.2005 and newer have a special 12" rear wiper blade that fits the special rear arm. You can go to your dealer (which may be expensive) or you can look into 'Trico Exact Fit Rear Integral Blades' that snap right onto the special arm and look just like the factory original. They're available online.
