Assuming that you mean wiper blade (blade and frame) rather than wiper arm (piece from the spindle at the hood to the wiper blade), the1992 Dodge Dakota has the most common hook-end wiper arms. See sources and related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
The wiper linkage is bad. Or the wiper arm stud bushings (where the arms attach to the cowl) are rotted out.
remove the cowl & wiper arms (mark location of arms on the windshield). disconnect the battery, Disconnect wire connector at wiper motor & remove the 4 mounting bolts then remove the linkage from motor.

It is under the cowl at the base of the windshield. You will have to remove the wiper arms and the cowl cover to access.
If the wiper motor isn't working, check the fuse to start with, then the wiring connections. If the wiper motor is working but not the wiper arms, unscrew the cowl piece just behind the hood ( the part that looks like a grill ) and see if the little plastic inserts that hold the wiper arms in place have dry-rotted or not. They are available at your local dodge dealership and are pretty cheap.
Put them in place on the windshield where they should be and then press the arms onto the splines on the posts sticking out of the cowl panel.
try and put a new ground from wiper moter to the boby Also see if the wiper motor works, you can check that by looking between the little grille that is between your windshield and hood, to see if the arm is turning if it is then all you'll need is a plastic piece that connects to the the motor arm and arms that connect to the wipers. about $3.50 Check fuses as well.

remove the cowl drain cover lacated right below the windshield. lift hood up, you should see screws attaching it to firewall. remove wiper arms first, then remove cover. you will see down in drain holes the wiper transmission arms. bet that one is disconnected because of a worn out bushing.
I have a 1977 powerwagon and my wipers have a little bump at the end of the arms. The wiper should have a tab that you lift to release the wiper from the tab and then slide the wiper off the end of the arm.
