If you think they would immediately disagree with you no matter how you ask, I would suggest that you wait a few years then ask. Asking your parents if they will let you ask somebody out would be pointless, and also cause them to worry that you are not paying enough attention to acedemics.
This also depends on your family background. If you come from a western family, your parents might agree for you to ask someone out when you are 12 or 13, but if you come from an Asian family, it is very likely that this will not happen until you are 16 and above.
