In my 95 I took of the air cleaner box. It is only held down by a couple of latches. You will see an adjust bolt facing toward the drivers side wheel well. You will need to first loosen the three (I think) bolts that hold the Power Steering pump on. Just loosen dont take them off. Then just turn the adjust bolt until the belt is tight. Retighten the bolts on the pump. Your done.

Your belt is probably stretched or the tensioner is weak. Try a new belt, or replacing the tensioner. If it is still loose get a 1/2 inch smaller belt.
