As of now I know that when Lv2 gohan is by himself without teamates you can transform, when Goku Lv1 is on a team or by himself you can transform into KioKen. When Krillin is Lv 3 you can activate Kioken, and you can activate a transformation with Lv1 Frieza. This is all I know as of now, but I will keep researching and playing to find out. Hope this helps.
