I think you mean something like the "Paramount" system. Mine has 2 control housings near the pumps. The housings have a RUN / PAUSE switch on the top, make sure it (they) are pointing to RUN. Also be sure that the covers to the housings are on tight and the jandy valve for the system is in the correct open position.

Mine also has its' own pump, check to make sure it is clean and the cover it sealed up tight. You may need to fill the pump with water to prime it as well.
