How do you turn a key on a 1996 vw golf when the switch is locked you have tried turning the wheel at the same time no luck?

there may be a button next to the ignition switch. Try pressing it while turning the key.

The first thing to try is to turn steering wheel left and right while trying to turn the key. If the key was turned off and the steering wheel was in a turned posistion, there could be pressure on the wheel and that stops the key from turning-- it will feel locked and jammed.
