To completely turn off an iPad, you should press the on/off button located on top of the device (at the right) for several seconds.
A bar will appear on your iPad's screen with a red slide button.
Slide that button to the other side, now your iPad will shut itself down

∙ 11y agoHold the power button on the top of the iPad that you use to wake it up or put it in to sleep mode. After a few seconds, the screen will have a red slide bar (similar to the one used to wake up the iPad). Slide it, and it will turn off.
