To stop running the DRL daytime running lights in the 2005 Toyota Echo the headlight relay needs to be modified. The DRL module on the relay needs to be cut and relay inserted into the harness.

You should note that if you are in Canada, the Daytime Running Lights are MANDATORY on all vehicles sold in Canada since 1990, and disabling them may cost you a LOT of money in fines, as it is against Federal law, and the Highway Traffic Acts of most Provinces.

Some do, most don't. The only ones that were built with DRL, were built for sale in Canada. US vans didn't get DRL.
