Most wireless carriers can do this. Because most cell phones have a software lock, they must be activated as a prepaid phone on the same carrier (Verizon, Cingular, T-mobile, etc) for which the phone was originally activated.
Take your phone to a carriers office (or call in). Do NOT go to an 'authorized dealer' or 'licensed representative'. These dealers are not actually part of the company and are typically limited in the types of support they can provide their customers.
A sales representative should be able to assist you from there.
1) As of July 2012, U.S. Cellular will NOT port your existing U.S. Cellular phone number over from "post-paid" (contract) to one of their new pre-paid (prepaid) plans.
2) Not every U.S. Cellular phone can be used on the pre-paid (prepaid) plan. Check with them by calling them.
3) If you are still under contract with U.S. Cellular, you will have to "buy-out" of it and pay a penalty to now switch to their pre-paid (prepaid) plan....but remember, you can't keep your phone number.
4) This law about keeping your phone number ONLY applies from one carrier to another- it does NOT apply within the same carrier. They have to let you keep your old phone number, but the "new" carrier does not have to accept it!

Yes you can - simply speak to your network provider. Assuming your contract has passed its minimum length, it's simply a case of changing the accout from a monthly fee to a prepaid one. Your network provider will issue a final bill from your monthly contract, and should issue you with a 'top-up' card - or you can use a debit/credit card to add money to your phone's account.
