Turn the headlight switch on and pull it towards you.
That means you ignition is lock but its not a BIG problem. Just unlock it.
the 98 tc manual says: 1. turn ignition on 2. press door unlock 3 times 3. turn ignition off 4. press unlock 3 times 5. turn ignition on. doors should lock and unlock 6. with ignition still on press unlock. If horn chirps you have toggled autolock feature.

Try this: Turn the ignition to RUN (do not start), press the unlock button on the keyless remote, ignition OFF. Repeat 2x. Turn the ignition to RUN, press the unlock button on the keyless remote twice, the power locks should cycle to indicate successful programming. Turn the ignition OFF and test remote.
The first clue would be if the car doesn't turn over :)
