Slice tools are generally used in webdesign. Slicing your image in pieces is practically making buttons, headers etc. for your HTML website. After slicing it's important to Save for Web&Devices.
Using the Slice tool essentially establishes the places that you would like the overall image in your Photoshop Document to be cut up into little pieces (smaller JPG/GIF images) to be more easily integrated into a web/multi-media environment. i.e. - If you have a PSD file that contains the overall layout of your web page, and the page contains a header, and 3 columns below, you could use the slice tool to establish these 4 separate regions of the image, and then save the 4 separate regions as 4 separate image files to be used in the actual web page.
Slice Tool allows you to slice or divide image. You can assign URL (to create web link from image/slice) and optimize each slice independently when exporting them from File > save for Web
the slice tool in portable editions of PSD does not work
You must slice image or to create slice from layer. Slice tool is grouped with Crop tool in toolbox.
First slice your page in Photoshop using Slice tool then save from Save for Web & Devices dialog. Import slices into Dreamweaver.
Photoshop have Horizontal Type Tool and Horizontal Type Mask Tool which you can use to type text in Photoshop.
You can use the pen tool, quick selection tool and lasso.
You would use the marker/pen/brush tool, or the paint bucket tool.
Photoshop Lightroom does not have such a tool. Anyway you can use external editing software like Photoshop or Photoshop Elements. See related links for more details.
Use the croping tool.
It is question for Photoshop and Illustrator developers, which tool is from which app but Illustrator have Photoshop raster filters, that's for sure.

There isn't drag tool in any Photoshop version. To move things around you can use Move Tool or Path and Direct Selection tools to move paths and shapes.
