The function keys can have different functions depending on what program you have open. Pressing the f1 key while using a graphics program might for example bring up a menu on the screen.

If for example you are in the properties window for a printer , you can highlight a tab then hit the f1 key. It will bring up a litttle box explaining the use of that tab.

Some programs dont use function keys. In general the instructions for using a computer program should tell you what if any function keys can be used.

Press them. Not too hard though.

Each function key will have a different effect depending on the application you are using. On Windows F1 is normally help. F11 is often 'Full Screen'. Alt + F4 pressed together will close a window.

the help for you application or Operating System will often detail all of the actions.

Very simply, the F1 through F12 keys are provided so that each application can make one/more of them unique to its requirements. Thus their purpose is programmable (changed) by each application as needed.

For instance

In Outlook 2007 , F6 switches cursor between the Mail Folder tree on the left and the List of Files (in a folder) on the right.

In Photoshop CS, F6 opens the Color/Swatch/Style palette.

In Word 2007, F6 makes 'numbers' visible over several toolbar buttons, allowing user to press a number to activate the button -- such as setting file size.

Notepad 2007 does not use the F6 key -- nothing happens when it is pressed.

NOTE: Many applications also use a combination of keys to perform specific functions. SHIFT, CTRL, COMMAND/WINDOWS KEY, ALT -- each, when pressed and held plus another key pressed (i.e., CTRL+C) serve just like a function key.
