The Pokemon lotteries in generations III and IV are random and you can't really maniuplate them.
The best thing to do is save before playing the lottery at Lilycove Department Store (Ruby/Sapphire/Emerald) or Goldenrod Department Store (HeartGold, SoulSilver) and keep soft resetting the Nintendo DS or Game Boy Advance until you get the Exp Share.
Just don't save on the same floor/room as the lottery, as it's more likely to give you the same result every time.
