As I am no expert on love, this is merely my opinion of what I would like to hear in a love letter.
First of all, you need to consider what the person is like (if you don't know them well enough, take a wild guess!), if they're a 'romantic' they would like to hear romantic things. However if the person is quite emotionless and hard, leave the soppiness out. Simply tell her you like her, in a profound way without making yourself sound corny.
How old is she?! If she's a teen (as I am myself), she would love to hear how much you like her, compliment her A LOT and make her feel special, as if she's the only one for you.
As the age increases, be sure to pack in everything I said prior to this and more, as with more years, comes more experience...A women in her 30's would know more about relationships than a teenager would and she needs impressing more (as she's already had her fair share of rotten men!'
If she's in a relationship - DON'T GO THERE! It'll only cause trouble for yourself remember there are plenty more single fish in the sea.

Signing the letter off is the hard part, you have to think, if I put 'From Anonymous' will this girl either think 'Oh God, he's a stalker' and resort in calling the police or 'How intriguing, a mystery man' and in that case she'll want to know more about you. Therefore, think whether the person is laid back or whatever Don't play hard to get if she finds out it's you, that's our job! Oh and seal it with a kiss (just the one!).
If you're doing a poem, set it out in a heart shape. If you're doing a story, add little anecdotes that give little hints you like her. If you're doing a song, don't include lyrics you heard on the radio last week (this shows lack of self thought!). And last but not least (the option I'd pick!) is the letter, don't go on, get to the point and express your feelings!
As I mentioned earlier, this is only what I'd like to hear in a love letter, maybe you should ask someone close to her what they'd do?! Just don't ask her friends as they're most likely to tell her what you have planned. Her mum maybe?! Post if on a forum and get lots of peoples opinions, I'm just one girl out of millions - the phrase 'What women want' should be replaced with the phrase 'What (Place woman's name here) wants' as all want different things!
