Same game. I have Animal Crossing: Let's Go To the City. Do a search, and you'll see its the UK version. Your answer should be useful if you're going to bother submitting one.
I read that you can buy a slingshot from Nook's that you can use to get the balloon down. I'm still fairly new to this Animal Crossing, but that's the answer I found doing my search.
First, you need to have a slingshot. You can buy these from Tom Nook's shop in your town. After you have your slingshot, you will have to wait another day or so until a balloon comes into your town. You can hear the wind blowing when a balloon comes into your town so you should always know when one is in your town. Find where the balloon is and get under it (the balloon leaves a shadow on the ground with makes it easier to hit if you stand directly on the shadow). when your ready to shoot down the balloon with your slingshot, you can make the pointer go out of the screen so you cannot see it and press "A" to shoot, or you can click on your character with the "A" button and it will shoot. If your using a nunchuk i believe if you press the "C" button it will shoot also. Another way to get a balloon is to go into town and an animal named Phineas (he has a cart in front of him and is always on the left side of the city by the fountain) gives out toys (balloons, bubble wands, bunny balloons, and more) for free but you only get one every time you see him unless you have more than one character, (you can have up to four characters in your town) you can get more than one (one for each character; all together you can get four toys). Phineas comes to the city on a random day so there is no telling when he will be there. Also, Phineas usually always comes on sunny days. Rarely does he come on cloudy, rainy days. If you play the original Animal Crossing on GC, keep following it until it gets stuck in a tree. Then shake the tree. On Animal Crossing WW/CF, you need to buy the slingshot from Nook's then shoot it down. You can get the slingshot at any upgrade after Nook n' Go. Hope this helps!
Go into the city on a sunday, you will see a walrus named Phineas holding a balloon. He will give them out, but only on sunny days. Phineas may also randomly come on any day of the week, so keep an eye out for him. Oh, and if you have become unlucky after getting a bad prediction from Sabrina, or are wearing Tutkahamen's mask, there is a good likelyness the balloon will pop soon after you get it.

You can't get balloons to hold, but you can shoot down floating balloons with presents with a slingshot. Talk to Tom Nook for information on how to use one.
you cant get balloons but you can get fireworks of different occasions of the year.

There are no roaches in Animal Crossing City Folk and you cannot catch the roaches in your house on any game (You cannot equip tools inside). On Animal Crossing games other than City Folk you can catch roaches anytime of year. Just walk up to the roach with the net in your hand and press the 'A' button to swing your net.
